  • Monitored Exchange: Domestic violence does not stop when a couple
    divorces or separates. When children are involved and the non-
    custodial parent exercises visitation rights, physical violence and/or
    verbal confrontations often erupt in front of the children.

  • The SAFE Monitored Exchange Program eliminates contact between
    the parties, and thereby eliminates a child's fear of confrontation
    between the parents.

  • Supervision during exchanges provides protection for both parties by
    preventing altercations and any accusations of threats or abuse.

  • The Victim Assistance Centre believes this program is probably the
    single most valuable tool in preventing future acts of domestic
    violence in a family.
Monitored Exchange Registration Process:

  • Both parties, individually, are to contact the SAFE Program to set up an appointment to register at our
    downtown office (for directions, see "Contact Us" on home page).

  • Each party should bring to their intake interview:
  1. Completed "Agreement to Participate"  and "Reasons for Referral" - click on forms above, print and
    initial each section.  (If  you are unable to print these forms, they can be mailed to you or provided
    during your interview.)
  2. Driver's License/Photo ID
  3. Copy of Court Order
  4. Photo of the child(ren)
  5. Copy of Protective Order, if any
  6. $50.00 Registration fee (cash or money order) (See Fee Policy Below)

  • Any party failing to cancel an intake appointment will be assessed a $40.00 No Show  Fee.

  • The registration interview takes approximately 30 to 45 minutes.

  • Once both parties have completed the registration process, visits are ready to be scheduled under terms
    established in your court order.









Monitored Exchange Periods:

  • Established to comply with Standard Possession Order (SPO)

Exchange Sites:

  • Determined after both parties have registered
  • All exchanges will be in a public place

Program Costs:

  • An annual registration fee of $50.00 will be assessed to each party, unless otherwise ordered by the Court.  
    The registration fee must be paid in cash or money order.  In the event the custodial party is not a biological
    parent, or if they have had a Protective Order in effect within the past 3 years, both parties registration fees will
    be assessed to the visiting party.  (Example:  If a 2-year Protective Order was obtained 2/2002, the non-
    custodial will be responsible for all registration fees until 2/2007 – 3 years after the Protective Order expired.)

  • $40.00 No Show Fee for failure to show up for an exchange or for late notification of cancellation of an
    exchange

  • Exchange fees to be discussed during intake interview. (additional fees may apply if a special exchange site
    is requested to accommodate an individual family).
